Are regular mascaras better for your lashes than waterproof?

I heard that waterproof mascaras are drying and will cause your lashes to fall out. is that true? I have really short, sparse eyelashes so I would like keep the few I have in good condition! Also, I have always used waterproof mascaras, and they always smear off by the end of the day and give me raccoon eyes. Will regular mascara work better? Are there any brands you recommend?
