Fed judge has said that "don't ask, don't tell" is in violation of free speech does that mean that all the?

all the federal workers sworn to not tell (secrecy) are now allowed to tell under free speech? if they still can't tell than shouldn't "don't ask, don't tell" fall under the same constitutionality as the "secrecy" section for federal workers? military is still government isn't it? and all rules should apply the same, constitutionally that is, right?
